Pre-Qualification

Public Contract Code 20111.5 enables districts to require prime contractors to be prequalified prior to accepting bids.
Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:
- General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
- The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

CUPCCA (informal bidding)
(a)Public projects of sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred thousand dollars ($200,000) If all bids received are in excess of two hundred thousand dollars ($200,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.

NOTICE INVITING BIDS
WOODLAND JOINT UNIFIED SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that the Woodland Joint Unified School District, acting by and through its Governing Board, hereinafter referred to as “District”, will receive prior to sealed bids for the award of a Contract for the following:
BID NO. 19101
LEE MIDDLE SCHOOL HVAC REPLACEMENT
All bids shall be made and presented only on the forms presented by the District. Bids shall be received in the Office of the _ Maintenance, Operations, & Facilities at , Californiaand shall be opened and publicly read aloud at the above state time and place. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened.
The Contract Time is 130 calendar days.
Contract will be awarded approximately April 1, 2019 with 130 Calendar Days. This will allow for ordering of HVAC Units and other materials.
On-Site construction will occur June 17, 2019 with substantial completion by August 9, 2019
CONTRACTOR should consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages.
Prequalification of Bidders
As a condition of bidding for this Project, and in accordance with California Public Contract Code section 20111.5, prospective bidders are required to submit to the District a completed set of prequalification documents on forms provided by the District. These documents will be the basis for determining which bidders are qualified to bid on this Project.
Bids will not be accepted if a Contractor has not been prequalified where prequalification is required. Prequalification documents are available from the Woodland Joint Unified School District Website at www.wjusd.org/Departments/Maintenance-Operations-and-Facilities/Notice-of-Annual-Contractor-Prequalification-Campaign/index.html , and at 910 College Street, Woodland, California 95695, (530)406-5930 .
Prequalification documents must be submitted by Contractors will be notified by telephone, fax or by mail of their prequalification rating within a reasonable period of time after submission of their prequalification documents, but not less than five days prior to the bid opening date.
Prequalification of BiddersMANDATORY

If this Project includes work that will be performed by mechanical, electrical or plumbing (“MEP”) subcontractors (contractors that C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor one of the licenses listed above.
Miscellaneous Information
Bids shall be received in the place identified above, and shall be opened and publicly read aloud at the above-stated time and place.
